EU Unveils €1 Billion ‘Apply AI’ Strategy to Boost Domestic AI Adoption

The European Commission has launched the “Apply AI” initiative, a €1 billion strategy aimed at accelerating the deployment of artificial intelligence (AI) across key sectors within the European Union. This move is part of the EU’s broader effort to enhance technological sovereignty and reduce dependence on foreign AI technologies from the U.S. and China.

Strategic Focus Areas

The “Apply AI” strategy targets ten critical sectors, including healthcare, manufacturing, defense, pharmaceuticals, energy, and automotive industries. The initiative plans to establish AI screening centers in healthcare and promote the development of agentic AI systems in manufacturing and climate science. Additionally, the strategy emphasizes the adoption of open-source AI solutions to support startups and foster innovation.

Funding and Implementation

Funding for the initiative will be sourced from existing EU programs such as Horizon Europe and Digital Europe. The European Commission also anticipates additional support from national governments and private investors to further bolster AI adoption across the EU. This approach aims to streamline regulatory and financial challenges for startups and businesses adhering to the EU’s AI laws, which came into effect in August 2024.

Broader EU AI Strategy

The “Apply AI” initiative complements the EU’s earlier AI Continent Action Plan, introduced in April 2025, which laid the groundwork for Europe to become a global leader in AI. Together, these strategies aim to strengthen the EU’s position in the global AI landscape by promoting domestic innovation and reducing reliance on external technologies.

European Commission President Ursula von der Leyen emphasized that AI must be developed and adopted within Europe to ensure strategic autonomy. The “Apply AI” strategy is a significant step toward achieving this goal and reinforcing the EU’s commitment to leading in technological innovation while safeguarding its economic independence.
