VC4A, the Africa-focused startup ecosystem builder, announced that applications are open for Cohort 10 of the develoPPP Ventures programme, inviting post-revenue startups in Kenya, Rwanda and Tanzania to compete for €100,000 (~US $116,000) in non-dilutive matching funds and technical support, according to the organisation and partner disclosures.
Funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented in East Africa by DEG Impulse with VC4A as a delivery partner, the initiative targets ventures that have validated business models and initial revenue and are ready to scale while driving measurable economic, social or environmental impact.
Under the programme’s matching-funds model, startups must secure equivalent private investment to unlock the €100,000 catalytic grant, effectively doubling the funding available without diluting equity, organisers said.
VC4A and DEG Impulse officials highlighted develoPPP Ventures’ role in bridging the growth capital gap for emerging high-impact companies in East Africa. Since its launch, the programme has supported more than 100 ventures regionally, with alumni reporting increased investment, expanded customer reach and strengthened operations following participation.
Startups eligible for Cohort 10 must be privately owned, profit-orientated and registered or planning registration in Kenya, Rwanda or Tanzania, and be able to present at least one annual financial statement and external investor interest as part of the matching requirement, organisers noted. Women-led and gender-focused ventures are particularly encouraged to apply.
Programme leadership characterised the funding opportunity as a catalyst for accelerating growth and impact among East Africa’s post-revenue startups amid broader efforts to strengthen innovation ecosystems and sustainable business models across the region.
Applications opened on November 15 and run through December 31, 2025.
