Morocco Allocates MAD 1.3 Billion to Supercharge Startup Ecosystem Under “Digital 2030” Strategy

The Moroccan government announced a MAD 1.3 billion (approximately $140 million) investment to strengthen the country’s startup ecosystem as part of its national Maroc Digital 2030 strategy, officials confirmed at the Digital Now Forum in Casablanca.

The funding, spearheaded by the Ministry of Digital Transition and Administrative Reform, will support venture building, expand capital-risk infrastructure and enhance the Technopark network nationwide. The initiative aims to bolster early-stage financing and reduce investment risk for emerging tech firms.

Minister Delegate Amal El Fallah Seghrouchni highlighted that the government intends to catalyse entrepreneurship nationwide and accelerate Morocco’s digital transition. The allocated resources are intended to attract private capital and encourage innovation while fostering an environment conducive to technology-led growth.

A central objective of the programme is to create 1,000 startups by the end of 2026, with a longer-term goal of expanding that number to 3,000 by 2030 as part of the broader Maroc Digital 2030 targets. The strategy also places emphasis on supporting technological champions capable of competing regionally and continentally.

The “Digital 2030” framework, launched in 2024 with backing from the highest levels of government, seeks to transform Morocco into a competitive digital hub by enhancing connectivity, nurturing digital talent and increasing the contribution of tech innovation to the national economy. It includes ambitious targets across job creation and digital infrastructure expansion alongside startup ecosystem development.

Industry analysts view the funding as a significant step toward closing the financing gap faced by Moroccan startups, particularly in early-stage and growth phases where access to capital has historically lagged. Strengthening the country’s venture capital landscape is seen as critical to achieving the strategy’s innovation and economic transformation goals.

The government’s commitment underscores Morocco’s intention to position itself as a regional leader in digital entrepreneurship, leveraging strategic investments to foster sustainable growth and technological competitiveness through the end of the decade.
