EDA Unveils $1.45B Disaster Recovery Grant Program to Rebuild and Transform Communities

The U.S. Economic Development Administration (EDA) has announced the Fiscal Year 2025 Disaster Supplemental Notice of Funding Opportunity (NOFO), allocating approximately $1.45 billion in federal funds to support disaster recovery efforts in communities affected by major natural disasters in 2023 and 2024.

The EDA’s Disaster Supplemental NOFO offers three distinct funding pathways:

  1. Readiness Path: Supports capacity-building and strategic planning projects that lay the groundwork for future investments.
  2. Implementation Path: Provides funding for standalone construction and non-construction projects aimed at helping communities recover from natural disasters and advance recovery and growth.
  3. Industry Transformation Path: Funds coalition-led, multi-project portfolios that transform regional economies through targeted industry development.

These pathways are designed to address the unique needs of communities at different stages of disaster recovery and to foster long-term economic resilience.

The EDA emphasizes that the funding opportunity is not solely about rebuilding physical infrastructure but also about transforming local economies. There is a strong focus on improving communities’ economic outcomes and resilience to future disasters. The program encourages broad-based local engagement and places special emphasis on projects that involve private industry in disaster recovery and economic renewal to ensure the maximum impact for taxpayer funding to support these communities.

Applications for the FY 2025 Disaster Supplemental NOFO are now open. Interested entities are encouraged to submit their proposals through Grants.gov and the EDA’s funding portal. Detailed guidelines, eligibility criteria, and submission instructions are available on these platforms.

This funding initiative represents a significant federal investment in the recovery and revitalization of communities impacted by recent natural disasters. By supporting a range of projects from strategic planning to large-scale infrastructure development the EDA aims to foster sustainable economic growth and resilience in disaster-affected regions across the United States.
